CrossWalk Center is guided by a 100% volunteer Board of Directors and Board of Advisors, and compensated Staff.

Kathy Vosburg, Executive Director/President

Vosburg received a Bachelor of Science from Arkansas State University in 1979, an Associates from the Art Institute of Houston and MBA CE Executive hours in Strategic Marketing from Rice University. Kathy has thirty years of experience overseeing marketing and communication teams in the profit and non-profit sectors, as well as driving the startup of several for profit service companies. Through private business Kathy has hired and mentored ex-offenders, as well as privately provided long-term housing and education.

She serves on the Board of Directors for His Father’s Heart Ministries, and was a founding Board Member for the Organic Horticulture Benefits Alliance, and the Women’s Sport Fishing Foundation. She is also an alumni of Mission Houston: Faith Walking, completed Ministry Team Training at Calvary Community Church, and has served in the mission field in Mexico and the Dominican Republic. She is bilingual English and Spanish.

Kathy attends Calvary Community Church, Copperfield, where she has served on the Youth Ministry Council, has co-lead high school Encounters, and has traveled abroad on mission trips with the youth. She and her husband, Dennis Miller, have four daughters.

Ozie Owen, Men's Re-entry Discipleship Program Director

Ozie Owen

Ozie Owen is originally from Chicago, Illinois but now resides in Katy, Texas. He and his wife, Lisa, have been married for 19 years and together have five children. He worked in the oil industry for over 38 years and recently retired as an Operations Director in the Oil Industry. It was then that he realized he was ready to dedicate his life to ministry on a full-time basis.

In addition to a Bachelor of Science, Master’s and Ph.D. in Chemical Engineering, Owen recently received a Master’s Ministry Leadership from Bellhaven University. His career in ministry began in 1993 as an elder. He went on to host a weekly cable-television program that aired for 5 years in the Chicago area. He also ministered to incarcerated men and women, youth groups, families, and married couples. Ozie has led racial reconciliation classes for believers in the greater Houston area. A highlight of his ministry career was leading an 8-day healing crusade in Uganda, Africa.

Ozie was raised a Catholic even though his mother was a Baptist. He learned to celebrate Jesus Christ at an early age and was “born again” when he was 16 years old. Shortly after he was touched by the hand of God, he began attending a Pentecostal Church and received the baptism of the Holy Ghost and ‘fire’. Ozie’s favorite scripture is John 15:4,5.

In his free time, Ozie enjoys spending time with his children and grandchildren, cycling, reading, and working out. He is looking forward to being a vessel in God’s hand to help the men and women at Crosswalk to see and become whom they were meant to be.

Paula Robinson, Women's Re-Entry Discipleship Program Director

Paula Robinson

Chaplain Paula Robinson is originally from St. Louis, Missouri. She relocated to Houston in 2006 with her husband of 36 years, Reverend Dr. Dywaine F. Robinson, Sr. They have two grown children, Kaylee and Dywaine Jr., and four granddaughters. They are members of Inspire Church Houston.

She has served alongside her husband in Marriage and Family Ministry for over 32 years. She has ministered to couples all over the country due to her husband’s military career and her 8 years in the military. While deployed with her husband in Germany, Paula was the first African American woman to serve as President of the Protestant Women of the Chapel.

Paula’s passion is prison ministry which she has done intermittently for the past 20 years. Her heart’s desire has always been to minister to women inside of prison on a full-time basis. In February 2022, the Lord opened that door for Paula.

After 15 years as Director of Programs for Houston Center for Independent Living, she became Director of CrossWalk Center’s Women’s Re-entry Discipleship Program. She was drawn to this position because she believes in CrossWalk’s faith-based Seamless Re-entry Discipleship model. She feels she will be successful executing the holistic women’s re-entry program with minimal recidivation.

Paula is a Certified Volunteer Chaplain Assistant (CVCA) at Plane State Jail in Dayton, Texas. She serves as a counselor and mentor to inmates, a classroom teacher, and worship service leader on a weekly basis.

In her downtime, Paula likes to dance with her husband in the spirit of the Lord. She enjoys playing with and spoiling her pampered pup, Rock. Her favorite book is Purpose Driven Life by Rick Warren. Her heroes are her two grandmothers, Priscilla Harmon and Louise Foreman, both of whom are deceased.

Her favorite scripture is from Daniel 3:17, “If it be so, Our God whom we serve is able to deliver us from the burning fiery furnace, and He will deliver us out of thine hand O King.”

Jeb Neill, Administrative Officer

JEB Neill

Jeb Neill serves as Administrative Officer for CrossWalk Center. In his role, he is responsible for spearheading system solutions, development, and troubleshooting, keeping CrossWalk Center well-organized and running efficiently. He helps with the day-to-day operations of the nonprofit, including database systems and IT support. Additionally, he has served as a trainer for CrossWalk Center staff and volunteers.

Jeb is a lifelong Houstonian. He is currently completing his Bachelor of Business in IT Management. He has had a heart for people within and coming out of the Texas Department of Criminal Justice for over a decade.

Jeb encountered God in a radical way in his twenties. In giving his life to Christ, he dedicated to living a life of purpose for God's Kingdom. This brought him into prison ministry and has given him a heart for the marginalized of society.

He lives in Northwest Houston where he attends Hope Church of Jersey Village, where he strives to connect those in the suburbs to those coming out of incarceration.
